I started researching PE around 2009, and then tried nearly every device/routine on the market. Here's what I learned:
1. Successful PE is almost entirely dependent on healthy androgen levels, and there is a direct correlation between penis size and higher Test. (on average).
2. The reason that nearly everyone in the PE communities fails to see significant gains is because of low-T/high-E, which keeps the penis turtled instead of a normal full flaccid hang. Basically, as soon as you finish your PE routine, your penis starts to retract negating all of your work. Then your EQ starts falling, and the rest is history.

3. There are no magic devices or exercises. Basic jelqing + healthy androgens = more length and girth.
Extenders: Purchased many different types, and never saw any significant gains, but I do think that wearing it for 6+hrs each day for years might increase length. Unfortunately, that 's just not practical.
Clamps: These are the most dangerous devices used in the community, and can cause some nasty short-term damage, even if you're careful. Also, they're no better than your hand, but your hand is free.
Weights: Again, you would need a ton of hanging time to see any real results, and the injury risk is just too great.
Hydro-pumps: Bathmate and Penomet don't appear to create any long term gains, but it can be a fun novelty if you want to see a bigger cock in 20min. The guys who experience small gains are usually using it on an ongoing basis to keep the pumped look, or seeing an improvement in ED.
Air-pumps: basically same as hydro, but less safe.
Silicone sleeves/other: Designed to retain flaccid length while sleeping. A fast way to destroy your EQ.
4. Most PE vets use Viagra, which is not a good sign.
5. The largest gainer that I've seen pic-proof of is a guy named Ronielle who achieved it with Chempe (direct injections of ED drugs to induce a near-priapism) + jelqing.

Once you get to a point where you have sexual function like when you were a teenager, then add jelqing. Done and Done!!!
All-in-all I gained nearly an inch, but also sustained several injuries that luckily healed over time. But the biggest problem in the PE community is that there's nothing to sell because your hand is just as effective, so they have to build these myths around devices, which is just begging for injury.
