Because it's more interesting than chasing down bad guys or trying their cases? Or, because they're perverts!
In the end, your legacy should be what you've accomplished and what you left behind, not what battles you fought and who you drove into the dust.

Let's put this into context. This woman has been screaming in orgasm at all hours of the day or night, frequently when people are walking their 5 or 6 year old kids to school. Neighbours had asked them to shut the windows, they refused, they were subsequently served with an Anti Social Behaviour Order by the local Council which they breached. ASBOs are not easy orders to get so there must have been a lot of evidence, complaints etc to enable the order to be made in the first place.
There wasn't a council official crouching in the garden listening, it was actually a noise recording device installed at the neighbours house which recorded the screams for hours at a time virtually every day and night. This caused lack of sleep for the neighbours who were then late for work. Personally, I reckon the husband deserves a medal for stamina! Mind you, having had the ex girlfriends 19yo daughter bang on the bedroom wall and shout at her mother to 'bite on the f**king pillow', perhaps I should watch out for the Orwellian Police the next time I get jiggy.
Apparently, us brits are prudes, hey, some are, am I?

Put into context I could see how there could be complaints. If there was an ASBO issued, and it was breached, there is definitely a case to be made. One way or another, this situation is just ridiculous.

I really am not very familiar with how the system works "over the pond" so to speak but I get the impression that town councils are given a lot more authority to regulate then they are here. Plus I know things tend to be more "compact" over there so it is easier for individual behaviors to affect others. Traditionally we tolerate a lot of churlish behavior here in the name of individual freedoms. I say traditionally as Homeowners Associations here can sometimes take things to the opposite extremes.

RE: The right to have loud sex

My roommate and his girl were quite loud... I mean, I could hear them through the floor while I was upstairs.
He was the screamer.
They were like rabbits, they lasted a solid 5 minutes or less, and would go 3-5 time's in a row, 4-5 time's a day. I mean, if one of them woke up to go to the rest room they'd come back and start molesting the other while they slept.
It was incessant.
Me and the other roommates and anyone visiting gave them loud applause, for a house full of guys and no children within earshot it's fine... In a neighborhood with children, not so much. Thankfully, while loud, they aren't rude.. Where they live now they aren't nearly as loud, I suppose they were just taking advantage of the opportunity.
Good times,
~Gojira.
